Kasir Policies Guide
This guide serves as the official regulatory and policy reference for governing the use of the Kasir platform. Any reference to 'the platform', 'the application', or 'Kasir' in this context refers to the Kasir platform with all its features, functions, and components. Using the platform constitutes explicit consent to all the provisions contained in this guide, and Kasir management reserves its full right to modify or update the policies contained herein without prior notice.
Chapter 1: Authentication Policy and Terms (Blue Star)
- ■Official account verification is a means of proving the digital identity of individuals and entities within the platform, and shall not be interpreted under any circumstances as a partnership or official relationship between Kasir and the user.
- ■For verifying individual accounts (influencers, media personalities, athletes, artists...), documents and links proving the public identity of the user must be provided, including media coverage, verified accounts on other platforms, or official websites.
- ■A user applying for verification must be active on the platform within the last thirty days, through live broadcasting or actual interaction with the audience, and followers and views must be authentic and genuine.
- ■Using any fraudulent means to enhance activity indicators or follower count is prohibited, resulting in immediate revocation of verification without notice.
- ■Corporate and commercial entity accounts seeking verification must provide proof of business ownership, with clear brand identity that matches the account's visual identity.
- ■Official entities (government, educational, health) must be officially accredited, and the account must be linked to the entity's name and logo in a way that avoids confusion.
- ■The following cases warrant rejection or revocation of verification: providing false data, ceasing activity for more than 180 days, using the account for misleading purposes, or transferring the account to a third party.
- ■Verification requests are submitted through account settings, and all requests are reviewed within 7 to 14 business days, with users notified of results through official channels.
Chapter 2: Level Transfer Policy from Other Platforms
- ■Users are granted the right to request level transfer from another platform to Kasir, provided the platform is in the officially approved list: TikTok Live, Jago, and Bigo Live. Transfer requests from unapproved platforms are void and will not be considered.
- ■To complete the transfer process, official level proof must be provided, including an image or verified link to the previous account, and the transferred account must be genuine and not violating regulations or previously banned.
- ■After accepting the transfer request, the user is granted a level one degree (+1) higher than their level on the previous platform, and level calculation begins from activation date within Kasir, without counting previous activity on other platforms.
- ■Users must maintain interactive activity within Kasir to ensure level continuity, and complete inactivity for 90 days is grounds for temporary level suspension without notice.
- ■The following cases justify permanent level cancellation without prior warning: providing false information, using the same level proof for multiple accounts, trafficking accounts with high levels, manipulating support or coin prices.
- ■Level transfer requests are submitted through account settings within the app, and all requests are reviewed within 3 to 7 business days, with users notified of the final decision through official platform channels.
- ■Users may not request level transfer more than once per account, and the platform reserves the right to reject or cancel any request that violates terms, or when regulatory and organizational interests require it.
Chapter 3: User Behavioral Guidelines Policy
Article 1: Scope of Application
This policy defines the behavioral rules that all Kasir platform users must comply with, whether when using the account, interacting with others, or publishing content.
Article 2: Legal Age for Platform Use
- ■Using Kasir platform requires the user to be eighteen (18) years old (Hijri or Gregorian) or older, and registering any account or using the platform by anyone under this age is a clear violation of acceptable use policy.
- ■Kasir management reserves its full right to suspend or delete any account discovered to be registered by someone who has not reached the legal age, without need for notification or justification.
- ■Continued use of the platform is considered implicit acknowledgment by the user that they have reached the legally permitted age, and the platform disclaims responsibility for any non-compliant use.
Article 3: Prohibited Behaviors
- ■Using the platform for unlawful purposes or in violation of regulations in force within the Kingdom of Saudi Arabia is prohibited.
- ■Using offensive, racist, insulting language, or any aggressive behavior in comments, messages, or published content is prohibited.
- ■Using multiple accounts to mislead the audience, manipulate algorithms, or collect undeserved profits is prohibited.
- ■Publishing external links containing malware, phishing pages, or unsafe content is a serious violation warranting a ban.
- ■Attempting to hack the platform, disable its functions, manipulate its internal systems, or exploit software vulnerabilities is prohibited.
Chapter 4: Content Deletion or Hiding Policy
- ■All types of content published within Kasir (including texts, images, videos, and live broadcasts) are subject to periodic review by the supervision team, and may be deleted or hidden if it violates regulations or approved policies.
- ■Publishing any content violating Islamic law, moral values, or social customs is sufficient justification for immediate deletion or suspension without notice, including mocking religious symbols or promoting deviant behaviors.
- ■Publishing or promoting any content conflicting with regulations in force in the Kingdom is prohibited, including inciting violence, spreading rumors, or broadcasting messages threatening public security or community health.
- ■Using the platform to publish sexual content, indecent content, or containing inappropriate suggestions or images is prohibited, resulting in direct deletion and regulatory action.
- ■Inciting hatred or racism, or targeting individuals or groups with insulting words or bullying or mockery practices is prohibited, and is considered a serious violation warranting deletion.
- ■Using images or private information of other people without their permission is prohibited, including broadcasting live scenes containing people who did not consent to appearing.
- ■All reports from users, or those detected automatically, are subject to internal investigation, and violating content is documented to take appropriate action.
- ■Users are notified of action taken whenever possible, and have the right to object within 48 hours of official notification.
- ■In case of repeated violations, the following escalating penalties apply: First time: official warning. Second: temporary suspension of account or broadcasting. Third: permanent account suspension and withdrawal of verification or level.
- ■Deleted content is not republished after violation is proven, and this policy is subject to update without notice, according to regulatory interest or requirements of competent authorities.
Chapter 5: Account Ban or Suspension Policy
- ■Kasir management is granted full authority to suspend or ban any user account violating regulations or approved policies, and ban decisions are implemented based on accurate and documented internal review.
- ■Reasons for banning include: publishing content violating faith or Islamic values, inciting violence or hatred, promoting inappropriate or forbidden materials, or harming public morals and general taste.
- ■Ban types are classified as: Temporary ban: partial or complete account suspension for a specified period. Permanent ban: complete account closure with data and level loss. Broadcast ban only: preventing live broadcasting while maintaining account validity.
- ■Threats, abuse, bullying, sending hostile messages, or publishing misleading or harmful information to national security are direct grounds for banning without need for prior warning.
- ■Manipulating support tools or earning coins, or exploiting the platform in fraudulent or unauthorized commercial activities is prohibited.
- ■Impersonating personalities, whether individuals or official or media entities, is prohibited and is a serious violation exposing the perpetrator to immediate ban and referral to competent authorities.
- ■Users are given the opportunity to submit a ban review request through the support center within the app or official email, provided this is done within 5 business days from notification date.
- ■The platform commits to reviewing appeal requests within 15 business days, and non-serious or abusive requests are rejected.
- ■The ban decision is effective immediately upon issuance, and does not entail any obligation to compensate for any material or moral losses.
- ■This policy applies to all users without exception, and is modified according to regulatory or security needs, in coordination with competent authorities.
Chapter 6: Advertising and Promotional Content Policy on Kasir Platform
Article 1: Definition of Advertisement
Advertisement in this policy means: any content published for the purpose of direct or indirect promotion of a product, service, commercial entity, personal entity, or media campaign, whether through videos, live broadcasting, images, or external links.
Article 2: General Terms for Publishing Advertisements
- ■Publishing any advertisement violating regulations in force in the Kingdom of Saudi Arabia is prohibited, including fraudulent advertisements or those promoting unlawful or forbidden products.
- ■Advertising content must be clear and explicit, and passing advertisements within content without proper disclosure is prohibited.
- ■Advertising medical, health, or financial products or services is prohibited except after obtaining official license from the competent authority and providing proof to platform management.
- ■Publishing advertisements related to gambling, unlicensed digital currencies, sexually-oriented products, or any advertisement containing content violating morals or general taste is prohibited.
- ■The advertiser must be the actual owner of the product or advertised entity, or be officially authorized to advertise for it, and otherwise is considered impersonation and forgery.
Article 3: Advertisements via Live Broadcasting
- ■Users are required to explicitly disclose at the beginning or during live broadcasting when including any advertising content within the broadcast.
- ■Kasir management has the right to stop, delete the broadcast, or suspend the account if broadcasting is used as an unauthorized advertising platform.
- ■Violating advertising broadcasting terms is a direct reason for temporary or permanent ban according to severity and repetition.
Article 4: Sponsored Advertisements via Platform
- ■All sponsored advertisements (paid advertisements within Kasir) are subject to management review and approval before publication.
- ■Kasir management reserves the right to reject or modify any advertisement not consistent with community values, local regulations, or platform policy.
- ■Advertisement value is not refunded if deleted due to violation, and this condition is implicitly accepted upon requesting the advertisement.
Article 5: Legal Responsibility of Advertiser
- ■The advertiser is legally responsible for the accuracy of information contained in the advertisement and bears all regulatory consequences of any violation.
- ■Kasir reserves the right to cooperate with competent authorities if legal, commercial, or criminal violations in advertisement content are proven.
- ■The platform bears no obligation toward its users resulting from their dealings with advertisers, and its role is considered technically intermediary only within the limits allowed by this policy.
Article 6: Final Provisions
- ■Kasir has the right to modify the advertising policy at any time without prior notice, and continued use of the platform is considered implicit acceptance of these modifications.
- ■In case of dispute between advertiser and platform, the case is referred to competent judicial authorities within the Kingdom of Saudi Arabia.
Chapter 7: Intellectual Property Protection Policy
Article 1: Scope of Protection
Kasir platform is committed to protecting intellectual property rights in all forms, including copyrights, trademarks, logos, designs, audio-visual works, software, and original data, whether owned by the platform, its users, or external parties.
Article 2: Platform Rights
- ■All elements of Kasir platform - including name, logo, user interface, application designs, and proprietary algorithms - are considered exclusive intellectual property of the platform, protected under intellectual property protection regulations in force in the Kingdom of Saudi Arabia and related international agreements.
- ■Any party - individual or entity - is prohibited from reusing, copying, imitating, distributing, or exploiting any of the platform's protected elements without prior written authorization from Kasir management.
- ■Users retain all original intellectual rights they created themselves (such as: videos, texts, designs), unless under a special agreement with the platform specifying ownership transfer.
- ■By granting the right to publish content on Kasir, the user grants the platform a worldwide, non-exclusive license, transferable and sublicensable, to use content within the platform for service operation, improvement, and promotion purposes.
- ■The platform provides an official mechanism to report any intellectual property rights violations through the reports center within the app or dedicated email.
- ■The reporter must provide proof of intellectual ownership (such as registration certificate, legal documents, or verified links).
- ■The platform reserves the right to immediately remove violating content when violation is proven, and suspend or disable the violating account without need for prior notice.
- ■Plagiarizing works, stealing content, or republishing without authorization is considered a serious violation of platform policies, exposing the perpetrator to legal action, including: withdrawal of verification or level, temporary or permanent account ban, referring the matter to competent authorities when required.
- ■If damage to the rights holder is proven, the platform reserves their right to claim compensation according to applicable judicial regulations.
- ■All disputes related to intellectual property rights are subject to laws and regulations in force in the Kingdom of Saudi Arabia.
- ■The platform bears no legal responsibility for any content uploaded or shared by users unless it directly produced or published it.
Chapter 8: Coins Charging, Exchange, and Withdrawal Policy
Article 1: Scope of Application
This policy is an integral part of the general regulatory framework of Kasir platform, aimed at regulating virtual currency (coins) charging mechanisms, their use, exchange, and withdrawal of resulting profits, in compliance with regulations in force in the Kingdom of Saudi Arabia, specifically e-commerce law, anti-money laundering law, and anti-financial fraud law.
Article 2: Coins Charging
- ■Users can charge coins through approved electronic payment methods, including: Mada, Visa, Mastercard, Apple Pay, or any other method approved by Kasir management.
- ■Charging occurs instantly, and if balance arrival is delayed or operation fails, users must contact technical support within no more than 48 hours from purchase time, accompanied by payment proof.
- ■Charged coins are considered virtual balance designated for use within the platform only, and are not considered electronic money, real money, or approved payment method outside Kasir under any circumstances.
- ■Users may not claim refund of coins value after charging, except in cases where technical malfunction for which the platform bears responsibility is proven.
Article 3: Coins Use and Exchange
- ■Coins cannot be exchanged for any monetary currency, nor can they be transferred to parties outside the platform in any way.
- ■Coins usage within Kasir is limited to: sending gifts during live broadcasting, participating in rounds, competitions, or interactive activities, purchasing virtual services and features available on the platform.
- ■Free or promotional coins resulting from marketing offers are non-transferable, non-withdrawable, or reusable outside their specified context.
Article 4: Revenue Distribution Policy from Support (Gifts)
- ■70% of financial support value (gifts) received by the broadcaster - whether host, streamer, or content creator - is allocated to them, and this percentage is transferred according to the withdrawal mechanism approved by the platform, within the timeframe specified in official withdrawal policies.
- ■The supporting user deserves 10% of total support value provided, deposited in their platform account as cashback reward points. These points are non-transferable financially or withdrawable monetarily, and may only be used within platform services scope according to specified usage policy.
- ■Platform management retains 20% of total support value, considered operational revenue in exchange for technical services, hosting, operation, technical and marketing management, and ensuring a safe and professional broadcasting environment provided by the platform.
- ■Using platform services related to support and gifts constitutes explicit consent from all parties to this distribution terms. Kasir management reserves its full right to modify these percentages in accordance with regulatory changes, market requirements, or operational updates, provided any modification is announced through official approved platform channels.
Article 5: Profit Withdrawal Policy
- ■Users may withdraw profits resulting from platform activity (such as gifts or prizes) after converting from coins to withdrawable balance, according to mechanism adopted by Kasir management.
- ■Profit withdrawal requires: account verification through Know Your Customer (KYC) procedures using approved official identity, reaching minimum withdrawal amount determined periodically by Kasir management (example: 100 Saudi Riyals).
- ■Withdrawal requests are processed as follows: If withdrawal destination is within Kasir's direct coverage or countries with official transfer partners, withdrawal is executed same day or within specified hours, depending on transfer nature. If withdrawal destination is outside coverage, processing occurs within no more than 5 business days from final approval date, after matching banking data or electronic wallet.
- ■Withdrawing any balance resulting from activities violating Kasir regulations or Kingdom legislation is prohibited, and management may freeze balance and take appropriate regulatory action.
- ■Kasir management reserves full right to suspend or reject any withdrawal operation suspected of resulting from fraudulent, illegal activity, or bearing money laundering characteristics.
Article 6: Financial and Regulatory Provisions
- ■All financial operations executed within Kasir are subject to supervision and regulation by relevant official authorities, including: Saudi Data and Artificial Intelligence Authority (SDAIA), Visual and Audio Media Authority, Zakat, Tax and Customs Authority, Ministry of Commerce, Monetary Authority or competent regulatory authority in the future.
- ■Any attempt to use coins or financial system within Kasir for money laundering, tax evasion, or financial fraud purposes is considered a punishable crime under regulations, and the platform reserves the right to immediate ban and reporting to competent authorities without prior notice.
- ■Kasir management reserves its full right to update or modify this policy without prior notice, and modifications are effective upon publication within the platform or through its official channels.
Article 7: Illegal Charging and Its Treatment
- ■Using any illegal or unauthorized means to charge coins within Kasir platform is strictly prohibited, including using stolen cards, fake bank accounts, or electronic tools designed to circumvent payment systems.
- ■Kasir management reserves its absolute right to freeze balance completely temporarily or permanently, and investigate any charging operation suspected of being fraudulent or resulting from suspicious activity, without need for prior notice.
- ■If fraud is proven, the platform may take any of the following actions individually or collectively: canceling balance gained from fraudulent operation, banning violating account temporarily or permanently, filing official report to competent authorities in Saudi Arabia, according to electronic fraud and money laundering prevention regulations.
- ■Using the platform for fraudulent charging or financial manipulation purposes is a serious violation, depriving the user of any right to object or claim any compensation.
Chapter 9: Legal Protection Policy
Article 1: Platform Protection
- ■All Kasir platform rights - including intellectual, technical, contractual, commercial, operational rights, and distinctive marks - are considered reserved and exclusive rights that no party may exploit or approach in any direct or indirect way, without written and explicit permission from platform senior management.
- ■The platform in its complete organizational, technical, and operational structure is subject to legal protection regulations in force in the Kingdom of Saudi Arabia, and also relies on related international regulations in facing any transgression or cross-border threat.
Article 2: Platform Non-Liability
- ■Kasir bears no regulatory or legal responsibility toward user actions, or content exchanged between them, as long as it was not a direct party in creating or publishing it.
- ■Kasir is not considered responsible for any direct or indirect, material or moral damage arising from platform misuse, or due to malfunction resulting from user's network, device, or personal negligence.
Article 3: Blackmail and Exploitation
- ■Attempting to blackmail or threaten Kasir management, its representatives, or employees is strictly prohibited, considered a cybercrime warranting immediate reporting, resulting in permanent ban and legal prosecution.
- ■Kasir management does not accept any unofficial claims or undocumented negotiation formats through approved channels, and any pressure or attempt to show the platform as weak is considered unacceptable and regulatorily criminalized behavior.
- ■Kasir platform bears no legal or financial responsibility toward user actions or content published through them, unless the platform was a direct party in creating, approving, or promoting it.
Article 4: Complete Decision Independence
- ■Kasir platform reserves the right to make any administrative, financial, legal, or technical decision, without referring to any party, whenever it sees this as protecting its operational or strategic interests.
- ■Any previous dealing or friendly response from management is not interpreted as permanent commitment or acquired right for the other party.
Article 5: Interpretation Centrality and Legal Reference
- ■All policies and provisions contained in this guide are interpreted exclusively by the platform's legal management, and independent interpretation or construction without official permission is prohibited.
- ■In case of any ambiguity or confusion in any article, the decisive factor in its interpretation is what Kasir management sees as achieving its interest, and no contrary interpretation is accepted regardless of its source.
Article 6: Platform Security
- ■Kasir platform is considered a Saudi digital project protected by e-commerce law, data protection law, cybercrime prevention law, and all regulations related to national digital sovereignty.
- ■Any attempt to exploit Kasir's name, services, or any nominal, technical, or marketing similarity outside its official framework is prohibited, considered forgery and fraud crime punishable by competent judicial authorities.
Article 7: Comprehensive Clause
- ■This chapter is the supreme umbrella under which all previous policies fall, and any gap not explicitly mentioned in other chapters is referred to provisions of this chapter.
- ■Kasir reserves its absolute right to take what it deems appropriate to protect its reputation, property, growth, and future interests.
Chapter 10: Privacy and Data Protection Policy
Article 1: Data Collection
- ■The platform collects the following data about users: identity data (upon verification), usage information such as interaction duration and preferred content, technical data (IP, device type, operating system), payment methods when charging coins.
- ■Data is collected according to the principle of minimum necessity, and is only used to achieve a safe and fair operational experience.
Article 2: Data Usage
- ■User data is used to improve platform experience, provide customized services, analyze performance, and protect accounts from manipulation or fraud.
- ■User data is not shared with external parties without consent, except what is officially requested by government or judicial authorities.
Article 3: Data Protection
- ■Kasir adopts advanced protection technologies to encrypt data and protect it from unauthorized access.
- ■Kasir complies with all local regulations and laws in data protection, including those issued by the Saudi Data and Artificial Intelligence Authority (SDAIA).
- ■Users bear full responsibility for maintaining the confidentiality of their login information, including username, password, and authentication code (if any), and any use through their account is their direct responsibility, whether with or without their permission.
- ■Users are recommended to activate two-factor authentication (2FA) - if available - to ensure additional protection for their account from unauthorized access.
- ■Kasir platform disclaims full responsibility for any damages or losses resulting from user negligence in protecting login data, including use by others, or storing information in unsafe places.
- ■If unauthorized access or account hacking attempts are suspected, users must immediately notify platform management through official channels.
- ■Kasir management reserves its full right to suspend or disable any account suspected of being compromised, until technical investigation is completed and account safety is ensured.
Article 4: Geographic Scope and Governing Legislation
- ■Kasir platform applies regulations and laws in force in the Kingdom of Saudi Arabia, and all its policies and updates are subject to interpretation and implementation by competent regulatory authorities within the Kingdom.
- ■If the platform serves users outside the Kingdom, the platform reserves the right to apply different operating policies or special terms, without prejudice to the general rules established in this guide.
- ■Users bear responsibility for ensuring the legality of using the platform in their country or geographic location, and the platform disclaims responsibility for any violation users may commit due to violating local legislation.
- ■When any conflict occurs between the texts established in this guide and any other local legislation outside the Kingdom, the Saudi system prevails within its scope, unless explicitly stated otherwise in a separate policy.
Article 5: User Rights
- ■Users have the right to request knowledge or update of their data, or request its deletion, through official platform channels.
- ■All access or modification requests are subject to security and regulatory considerations to ensure they are not misused.
Chapter 11: General Provisions
- ■The policies contained in this guide are an integral part of Kasir platform terms and conditions of use, and using the platform constitutes explicit consent to all obligations and regulatory restrictions contained therein.

- ■Disciplinary procedures are applied based on justice and transparency standards, according to what the competent supervision team determines based on technical and legal assessment of each case individually.
- ■The platform documents all regulatory procedures related to accounts or content, and has the right to provide competent official authorities with such information whenever requested, without prior user notice.
- ■The right to object is guaranteed to users in all cases permitted by policy, provided objection is submitted within the specified timeframe and through official means only.
- ■The platform bears no responsibility for any direct or indirect, material or moral damages arising from decisions resulting from violating these policies, and continued platform use after any administrative action is considered full acceptance thereof.
- ■In case of conflict between these policy texts and any marketing announcements or general description on platform pages, what is stated in this document is considered the final and binding reference.
- ■All provisions of this guide are subject to interpretation by competent regulatory and judicial authorities within the Kingdom, and reference is made when needed to Saudi Arabia courts for resolving related disputes.
